Australia: New South Wales regime seeks partner to trial Uber-like public transport

"Transport for NSW is looking to partner with industry to develop a series of pilots that will see the trial of on-demand public transport services. The state government has gone to tender, calling for pitches comprising 'innovative models' for on-demand services that also offer customers personalised and flexible technology-enabled solutions. According to Transport for NSW customer services deputy secretary Tony Braxton-Smith, partnering with industry leaders would put the government department at the forefront of the 'technology revolution.'" Instead of erecting new barriers for ridesharing, cities should deregulate taxis

"Right now, many cities and states are trying to find ways to jam ride-sharing services into old regulatory structures that have been around since the Great Depression. Often, they are doing so at the behest of taxi companies, taxi driver unions and other incumbent interests. 'It gives the established taxi companies almost a veto power over new taxi companies,' says Michael Farron, a research fellow at the Mercatus Center. 'We're kind of at a point where the old horse-and-buggy whip manufacturers are complaining about the new automobiles, except now it's the taxi drivers complaining about ride-sharing.' Is there a better way for public officials to deal with this conflict between taxis and Uber?" (10/17/16)

"America's Interstate highways are reaching the end of their 50-year design life, and will all need to be reconstructed over the next several decades. The estimated cost of reconstruction and prudent widening is nearly $1 trillion -- and no funding source exists for this purpose. The U.S. has a tolling pilot program, but all the slots are currently used. To allow other states to rebuild their Interstates through tolling, expand the three-state Interstate System Reconstruction and Rehabilitation Pilot Program to all 50 states and allow participating states to use it to reconstruct all Interstate highways in their states, not just one." "Public transportation in Missouri's major cities is heavily subsidized; taxpayers cover more than 80 percent of total costs in Saint Louis and Kansas City. The main culprits of these subsidies are high costs and low utilization. For example, most bus routes in Saint Louis roll around the city nearly empty. They also enable the development of agglomerations, clusters of activity that may further increase productivity and output. For example, thicker labour markets may lead to the better matching of workers to jobs and increased firm density may lead to greater knowledge sharing and to increased specialisation in supply chains. "The Federal Highway Administration reported that driving increased 1.7 percent between 2013 and 2014 in the United States. This compares to virtually no increase over the period from 2004 to 2013. The 2014 increase will come as a disappointment to those who have perceived that the flat driving volumes of recent years signaled a shift in preferences away from driving. High Speed 1: How taxpayers were taken for a ride

"High Speed 1 (HS1) would never have been built if the decision had been made on commercial criteria, or indeed on rational economic grounds. While the high-speed-rail lobby promotes the scheme as a success story, it was in fact a financial failure, marked by cost increases, repeated bailouts, disappointing passenger numbers and failed objectives.
The cost of the final HS1 scheme was far in excess of original estimates. In November 1985, British Rail's preferred high-speed option was costed at about £1 billion in 2015 prices, while the final cost of the project has been estimated at approximately £11 billion in current prices. Moreover, after the line opened below-forecast passenger numbers meant that the operator, Eurostar, had to be bailed out by the Department for Transport." (03/14/15)

"Planners are pushing for a new multibillion-dollar North-South MetroLink line in Saint Louis. While light rail expansion would increase mobility in the city (unlike some other 'transportation' modes), the high capital costs of expanded rail imperil Metro's ability to provide flexible and effective transit over the long term. Transit spending, and especially rail transit like MetroLink, skews toward capital-intensive projects that make agencies 'house poor' -- that is, even if an agency can get most of the start-up costs of a transit project paid out of federal funds, that agency still may not have much money to pay for a project's predictable long-term costs. That's relevant to Saint Louis, where about 30 percent of the region's transit funding comes from federal grants that usually require the the expansion of transit service." (03/13/15)

Eurostar sale backed by government subsidies

"The sale of Eurostar is a terrible deal for the taxpayer. It is only possible because the government subsidises loss-making high-speed commuter services to Kent and this funding now pays a high proportion of the infrastructure costs of High Speed 1. ... The NAO report also reveals that five years ago, taxpayers also spent around £800 million (in current prices) bailing out Eurostar and its parent company. The massive losses accrued since the service started in 1994 were effectively written off. Passenger numbers have been over 60 per cent lower than originally forecast when the line was approved." "Two U.S. senators proposed legislation today which would force states to let drivers know about safety recalls and require owners in most cases to have repairs done before renewing their auto registration. U.S. Sens. Ed Markey, D-Mass., and Richard Blumenthal, D-Conn., introduced the legislation saying it was in response to a record wave of recalls last year and concerns that studies indicate only 65% of vehicles are repaired within 18 months of being recalled." "Reminiscent of the late Rodney Dangerfield’s lament, America’s network of school buses get 'no respect.' The thousands [of] 'yellow buses' are buried without a mention in the most important tables of the US Department of Transportation's National Transportation Statistics. Neither the terms 'school' nor 'school bus' appear in tables summarizing the number of vehicles (Table 1-11), vehicle travel (Table 1-35), passenger travel (Table 1-40) and others. At the same time, there is far more complete information on virtually every other transportation mode. This would not be surprising if the school bus system was small or insignificant. New commuting data shows gain by individual modes

"The newly released American Community Survey data for 2013 indicates little change in commuting patterns since 2010, a result that is to be expected in a period as short as three years. Among the 52 major metropolitan areas (over 1 million population), driving alone increased to 73.6% of commuting (including all travel modes and working at home). The one mode that experienced the largest drop was carpools, where the share of commuting dropped from 9.6% in 2010 to 9.0% in 2013. Doubtless most of the carpool losses represented gains in driving alone and transit. " (10/01/14)

"Train links through Belgium as well as local trains have been largely halted by a rail workers' strike. It's disrupted rapid services run by Thalys, Eurostar and German Rail. Substitute buses are operating from Cologne. Belgium's SNCB national railways said passenger services in the country' French-speaking Wallonia were halted and were 'very limited' in Dutch-speaking Flanders on Monday because of the strike." "I love traveling, and I might be one of the few people on earth who actually enjoys flying. Trouble is, flying is pretty expensive, and it's especially expensive if you want to go overseas. There's an obvious solution: let more airlines compete. Alas, foreign airlines are not allowed to fly US domestic routes, and some airlines are prevented from offering international service to and from the United States. "Uber has chosen an uneasy path: it challenges existing regulations, rather than investing into the political process to get them eased down. Taxi drivers have proved to be, over time, a tremendously resilient interest group. I'll give the example I'm most familiar with. In Italy, we have been talking about liberalising taxi drivers' licenses for some fifteen years now. My Institute used to promote a proposal first advanced by Franco Romani, a great man and a wonderful scholar of law and economics. The problem with increasing the number of taxi drivers, as seen by those who are already in this trade, is the erosion of the value of their license. Romani proposed to liberalise by doubling the number of licenses available. Instead of issuing new ones, taxi drivers would be assigned a second one. If they all agreed that they didn't want more competitors, they could simply burn the second licenses. Or they could think about it and start to trade them." (06/15/14)

"After years of closing the gap with the United States, China built enough freeways in 2013 to amass the greatest length of freeways in the world. Between 2003 and 2013, China expanded its national expressway system, with interstate (motorway in Europe) standard roadways from 30,000 to 105,000 kilometers (18,000 to 65,000 miles). This compares to the 101,000 kilometers (63,000 miles) in the United States in 2012. China’s freeway system is also longer than that of the European Union, which was 70,000 kilometers in 2010 (43,000 miles) and Japan (8,000 kilometers or 5,000 miles) as is indicated in Figure 1 (Note 1). The ascent of China is evident across the spectrum of transport data, both passenger and freight." (05/22/14)
