"Five female airport guards have been killed in a gun attack in Afghanistan. They were attacked on their way to work at Kandahar airport. The driver of their minibus has also been killed. A spokesman for the governor of Kandahar says the women were in charge of searching female travellers at Kandahar airport. They had been hired by a private security company. 'Two gunmen on a motorbike followed their van and opened fire,' Samim Khpulwak told reporters." (12/17/16)

Trump names Mulvaney to head OMB

"President-elect Donald Trump chose Rep. Mick Mulvaney, R-S.C., to be director of the Office of Management and Budget. Trump announced his choice in an emailed statement Saturday. Since arriving in Congress as part of the Republican tea party wave elected in 2010, Mulvaney has been one of the most aggressive advocates for cutting government spending. ... In 2011 he co-authored a measure passed by the House that would have cut spending while conditioning a $2.4 trillion debt-ceiling increase on passage of a constitutional amendment to balance the budget and make it harder to raise taxes." Colombia: Five FARC leaders abandon peace deal, start talks with drug gang

"FARC officials reported  last week that five of its leaders in the department of Guaviare will not be supporting the peace process with the Colombia government, a decision that appears to be motivated by new alliances made with other criminal organizations in the area. Cuba: Regime proposes using rum to pay Czech debt

"The Czech Finance Ministry says Cuba has offered an unusual way of repaying its Cold War-era debt -- its trademark rum. Finance Ministry spokesman Michal Zurovec said Thursday that Cuban authorities have proposed to pay back $276 million to the Czech Republic from the time both countries were part of the communist bloc." EU to extend Russia sanctions for six months

"European Union officials say the EU will extend its sanctions against Russia for six more months to keep pressure on Moscow to respect the fragile peace agreement in [seceded areas which were formerly part of] Ukraine. Two officials said EU nations backed the deal at Thursday's summit of EU leaders and the formal decision will be adopted over the next few days. Iran sanctions renewal becomes law without Obama’s signature

"In an unexpected reversal, President Barack Obama declined to sign a renewal of sanctions against Iran but let it become law anyway, in an apparent bid to alleviate Tehran's concerns that the U.S. is backsliding on the nuclear deal. Although the White House had said that Obama was expected to sign the 10-year-renewal, the midnight deadline came and went Thursday with no approval from the president. White House press secretary Josh Earnest said Obama had decided to let it become law without his signature. 'The administration has, and continues to use, all of the necessary authorities to waive the relevant sanctions' lifted as part of the nuclear deal, Earnest said in a statement." (12/15/16)

New reporting features are being rolled out, along with other changes designed to combat the spread of misinformation. Facebook was widely criticised last month after some users complained that fake news had influenced the US presidential election. WI: Former Milwaukee police officer charged with homicide for shooting that set off violent unrest

"A former police officer in Milwaukee was charged with homicide Thursday for fatally shooting a man in August, an incident that sparked days of violent unrest on the city's streets. Authorities said that while Sylville K. Smith was initially armed during his encounter with police, he had thrown his gun away and fallen to the ground when an officer fired a shot into his chest. Dominique Heaggan-Brown, the officer, is already facing charges of sexual assault and prostitution stemming from accusations made while demonstrations over Smith's shooting continued to roil Milwaukee." SC: Federal jury convicts Dylann Roof in church shootings

"A federal jury has convicted Dylann Roof in the racially motivated slayings of nine black church members in South Carolina. The jury reached its verdict after less than two hours of deliberations. They convicted the 22-year-old white man of hate crimes and other charges. They will reconvene next month to decide whether he should get the death penalty or be sentenced to life in prison. ... The Department of Justice has brought 33 charges against Roof: 12 counts of committing a hate crime against black victims, 12 counts of obstructing the exercise of religion and nine counts of using a firearm to commit murder. It is seeking the death penalty on the basis of Roof's 'lack of remorse' and his 'animosity towards African Americans.'" (12/15/16)

TX: US judge halts state rules on fetal tissue disposal

"A U.S. judge on Thursday temporarily halted until Jan. 6 a Texas regulation due to take effect next week that requires abortion providers to dispose of aborted fetal tissue either through burial or cremation, a women’s reproductive health group in the suit said. The regulation, set to take effect on Dec. 19, also requires hospitals and other medical facilities to bury or cremate miscarried fetuses. It is seen by women’s health providers as part of a nationwide agenda to place new restrictions on abortions. Under the temporary restraining order issued in the U.S. District Court for the Western District of Texas, Judge Sam Sparks will hold hearings on Jan. 3 and 4, according to Whole Woman’s Health, a plaintiff in the suit. "A sweeping tax reform proposal meant to boost U.S. manufacturing faces mounting pressure from industries that rely heavily on imported goods as President-elect Donald Trump and congressional Republicans work to finalize new tax legislation. As Republican members of the House of Representatives tax committee prepared to discuss tax reform this week, the panel received a letter from 81 industry groups rejecting the proposal known as 'border adjustability.' A linchpin of the House Republican 'Better Way' agenda and viewed favorably by Trump's team, the policy would help manufacturers by exempting export revenues from corporate taxes. But it would tax imports, hitting import-dependent industries. House Republicans hope to persuade Trump to back the policy as a means to fulfill his campaign pledge to create blue-collar jobs. Gary Herbert on Thursday said they worry President Barack Obama will use the waning days of his administration to name a new national monument in the state, something Utah officials say they plan to fight. U.S. Rep. Jason Chaffetz said that he and other members of Utah's delegation had been having regular, weekly conversations this year with the administration about Utah officials' opposition to a monument and their support for an alternative lands plan from Chaffetz and U.S. Rep. Rob Bishop. 'It's going pretty close to radio silent at this point, which does scare us,' said Chaffetz, who was speaking at Herbert's monthly news conference on KUED-TV with the governor and Bishop. New DEA rules aim to outlaw medicinal marijuana CBD extracts

"A new drug code established by the Drug Enforcement Agency seeks to acknowledge the medicinal compound cannabidiol (CBD) as an illegal drug just as dangerous as heroin. The DEA filed a notice on Wednesday titled 'Establishment of a New Drug Code for Marihuana Extract,' which will effectively list all forms of marijuana (including CBD extracts) under the most restrictive Schedule I drug category, reports the International Business Times. 'For practical purposes, all extracts that contain CBD will also contain at least small amounts of other cannabinoids. However, if it were possible to produce from the cannabis plant an extract that contained only CBD and no other cannabinoids, such an extract would fall within the new drug code,' the DEA stated. CBD has been proven throughout several scientific studies as an effective medicine that can treat forms of childhood epilepsy, cancer, and psychological disorders." DeVry to forgive $30 million in student loans

"DeVry Education Group DV, the operator of a chain of for-profit colleges, will forgive $30.35 million in student loans over claims the company misled prospective students about their ability to get jobs after graduation. The loan forgiveness, which covers all unpaid student loans made through DeVry between Sept. 1, 2008 and Sept. 30, 2015, is part of a larger settlement with the Federal Trade Commission totaling $100 million. The deal doesn't include any federal student loans made to students who attended the school during the period of the lawsuit. The deal, which covers tens of thousands of students, according to the FTC, includes a $49.4 million payment to the FTC that the agency will distribute to students harmed by the misleading marketing." "The Knesset dress code will not be enforced until a new one is penned in agreement with all those involved, Knesset Speaker Yuli Edelstein and a group of lawmakers decided Wednesday after a stormy meeting. The MKs objected to Knesset guards denying entry to 10 female parliamentary aides after alleging that their attire didn't meet the building's dress code. The women were among 40 Knesset staffers who deliberately wore short dresses and skirts to protest the delays their peers encountered while trying to entering the building over the past week on grounds that their hemlines were too high." "Residents of a wildcat Jewish settlement [sic] in the occupied West Bank on Thursday rejected a proposal to leave voluntarily, raising fears of violence as an evacuation deadline nears. The Amona outpost, home to some 40 families, is under a High Court order to be evacuated by December 25 since it was found to have been built on private Palestinian land in a case that has taken on international importance. The residents' rejection led to concerns the army would move in imminently to clear them out, leading dozens of youths to stream into the hilltop outpost in windy and bitterly cold weather in the middle of the night. ... Several took up position on top of a water tower while waving an Israeli flag. They also hauled an empty dumpster with them for unclear reasons. Bitcoin user files to block IRS access to Coinbase accounts

"The IRS's push to obtain vast amounts of data on digital currency transactions is finally receiving some push-back. In fact, a Coinbase, Inc. customer has filed a motion in federal court seeking to intervene in the federal case. The motion hopes to block the IRS from enforcing its recent John Doe summons for information on Coinbase users. Still, the motion may face a steep uphill battle. Typically, the courts give the IRS wide latitude to enforce summonses that may uncover information regarding potential tax evasion. The IRS doesn't need 'probable cause,' or even 'reasonable suspicion,' like the police might need to investigate a crime." (12/14/16)
