"Pakistan has agreed to open its border crossings to U.S. and NATO military transit to and from Afghanistan, Secretary of State Hillary Rodham Clinton said in a statement Tuesday, ending a seven-month diplomatic standoff. ... Pakistan’s cabinet was meeting Tuesday afternoon to discuss the issue, and Clinton’s statement was timed to its decision. The wording of the statement appeared carefully formulated to suit Pakistan’s needs for an apology, and the Obama administration’s reluctance to issue a full-throated 'sorry' during an election year in which Republicans have accused President Obama of weakness in his foreign policy."
