"Moyer first contacted the Libertarian News Examiner in November 2010 about his fight with a local police department. After being denied access to some of his own legal documents he invoked the state Sunshine Law's $25-a-day fine for noncompliance, and then made the department reduce its $1.25-per-page photocopy fee to the statutory 25 cents."
