"With the invention of the automobile in the late 19th century came the inevitable side effect of automobile accidents. These were perceived -- rightly or wrongly (and probably as a natural response to a new and untested technology) -- as more frequent and more harmful than previous, more familiar torts. Therefore, it was thought, new laws were required to govern automobiles. Connecticut led the way in 1925 with a modest 'financial responsibility' law." (02/20/12)
