"More than 15,000 people, including military personnel, have fled from Mali into neighbouring countries since members of the nomadic Tuareg launched a new rebellion against the government last month, aid officials have said. ... The International Committee of the Red Cross yesterday said 10,000 people had crossed into Niger after fighting in towns just across the border, and the ICRC was preparing to provide food and shelter."
