North Korea: Regime to issue special pardons for convicts

"North Korea will issue special pardons for convicts to commemorate milestone birthdays of its two late leaders, state media said Tuesday, in the first such dispensations in more than six years. The pardons come as North Korea's new leader, Kim Jong Un, moves to solidify his power in the wake of his father Kim Jong Il's death last month. Believed to be in his late 20s, Kim Jong Un has already picked up a slew of prominent titles such as supreme commander of the military, with top officials publicly pledging their loyalty."
