Government had little to do with clean air

"At the end of December, many Americans across the country will join together to celebrate the anniversary of the Clean Air Act, which was first signed into law by President Nixon on Dec. 31, 1970. The goal of this act was quite simple: improve air quality in the United States. ... However, as this date quickly approaches, I have begun to reflect upon the accomplishments of this law and what actual return taxpayers have received on an investment made four decades ago."
