"Civil asset forfeiture is government seizure of property and cash, even when the owner isn't charged of a crime. Innocent owners must go through a costly, time-consuming process to get their property back -- and even then they may be denied. Police departments get to sell the seized property and keep most of the proceeds." (09/14/11)
