Do new fuel efficiency standards numbers add up?

"With a few post-bailout auto industry executives and plenty of foreign car makers behind him, the president revealed that he had hammered together a plan to push the national standards for fuel economy higher than they had ever been pushed before. He wanted 62 MPG, they wanted 45 MPG. A compromise was reached. This new plan would set an average standard of 54.5 miles per gallon for vehicles manufactured (not sold) in model year 2025."
