"The historical record with respect to 'private' police is very spotty (and only cursory mention of it will be made here), since government monopolization has been the norm throughout the ages. Understanding the history of modern government policing is doubly important because it not only sheds light on how a voluntary society might rely on private agencies, but also illustrates the degree to which governments depend on legitimacy, rather than force, as the main prop to their existence."
