"A police state never exists because of police actions alone. Police states involve the entire structure of a government: police, courts, prosecution, civil service, bureaucracy, and every political institution all the way up to the top. Further, Police states extend all the way down into the personal lives of its peaceful citizens. Like Gary Chenot and his family.
