Did the Amendments end consumer waste from ineffective drugs?

"By now, it should be pretty obvious that soaring pharmaceutical prices are largely a result of the Kefauver-Harris amendments. As consumers, we might be willing to pay these high prices if it assured us of drugs that were safer, more effective, and more plentiful. The 1962 amendments have increased drug prices about 700%. Are these increases offset by the savings we enjoy by purchasing only drugs that are highly efficacious?" (02/20/11)
