"Tensions are escalating in Ivory Coast, where President Laurent Gbagbo refuses to yield power to President-elect Alassane Ouattara. The international community's coordinated economic pressures hold the most hope for peacefully ousting Mr. Gbagbo and prevent mounting violence.
