"I was chatting with some local radio amateurs this week about the importance of emergency preparedness, when I mentioned that Britain's Heathrow Airport had been paralyzed for days by 10 cm (4 inches) of snow. ... One of them got the point immediately: 'They're not prepared for snow, are they?' Indeed not. Which is why it's become such a scandal that the the airport owner, BAA, spent twice as much compensating their CEO last year as they did on snow removal equipment -- after two previous severe winters."
