"The Federal Communications Commission voted Tuesday to approve its first ever Internet access regulation, which ensures unimpeded access to any legal Web content for home Internet users." Who defines "unimpeded access" and "legal websites"?

If some group of government felons declares a site "illegal" – i.e. won't roll over and do what we (the felons) want, will the FCC immediately attack the site and shut it down?
