"Two weeks ago, the U.S. House of Representatives passed a $1.1 trillion continuing resolution, which funds the government through to September 30 next year. ... As I reported last week, the bill also includes sections designed to prohibit the president from spending any money to transfer Guantanamo prisoners to the U.S. mainland — a specific prohibition on bringing prisoners to face trials, which mentions Khalid Sheikh Mohammed by name — or to acquire facilities to hold them on U.S. soil."
