"Seidman’s complaints about the lame-duck session and the malapportionment of the Senate can, in fact, be addressed by perfectly constitutional means. Congress could eliminate lame-duck sessions either by changing its own rules to prohibit them or by fixing the dates of congressional elections closer to January." (01/30/13)
